Farmers who plotted a joint crime submitted false applications for the purpose of deceiving local government agricultural technology centers, including Mr. A, in receiving illegal subsidies.

However, the police determined that Mr. A had participated in illegal supply from farmers even though he was aware of this, and sent the case to the prosecution on charges such as writing false official documents.
