I am a hit-and-run victim. Someone hit my car parked in a parking lot and fled, and they have not even been caught. If, once caught, the perpetrator is unresponsive (out of contact), can I find out the other party's insurance company through the police and file a claim directly? The dent is deeper than expected, so I really want to receive compensation for the damage. I would appreciate an answer regarding traffic accident damages. Please also answer whether it is possible to file a criminal complaint for traffic accident damages.

Where the perpetrator who committed a hit-and-run on a parked vehicle and fled is unresponsive, the victim can request the help of the police to find out the perpetrator's insurance company and then file a claim directly.
First, you report the accident to the police, accurately recording the circumstances and situation of the accident.
The police are dispatched to the scene to organize the accident situation and proceed with securing road surveillance camera footage and the like.
The police confirm the perpetrator's insurance company and the type of insurance subscribed to through the vehicle registration information, and after the perpetrator's insurance company information is provided, the victim can directly contact that insurance company to report the harm and claim the insurance proceeds.
In addition, where the perpetrator intentionally avoids contact or obstructs the insurance processing, from a criminal perspective this may be judged to be conduct involving intent.
Moreover, as you mentioned, you can also pursue a lawsuit claiming traffic accident damages.
A person who causes a traffic accident must mandatorily pay consolation money for the harm suffered as a result of the accident (positive damage), such as medical costs arising from the accident and future medical costs, vehicle repair costs, and business suspension losses, as well as for the loss costs incurred to overcome the trauma and wounds caused by the accident (negative damage).
However, because pursuing a complaint directly on your own is likely to be a difficult procedure, we recommend that you pursue a civil lawsuit for traffic accident damages with the help of a traffic accident attorney.
In addition, with the assistance of a traffic accident attorney, you should ascertain the accurate proportion of fault in the traffic accident through systematic evidence collection, such as securing nearby CCTV footage and the dashcams of nearby vehicles, and through a legal response.
Even if you have found the perpetrator, rather than settling based on a hasty judgment, it is important to work toward obtaining a satisfactory settlement amount after sufficient review.
