Recently, it seems that several strangers have been monitoring my daily movements. Unfamiliar vehicles are frequently parked in front of my house, and photographs taken of me are repeatedly being sent to me through messenger apps. I am afraid to report this on my own, and I am wondering whether this could actually be recognized as 'organized stalking.' I would also like to know how I should gather evidence, and through what procedures personal protection or a legal response is possible. I would appreciate your advice regarding organized stalking.

Organized stalking refers to an act in which multiple people collectively monitor, follow, and harass a single person, and it is a serious type of crime that gravely infringes on the victim's daily life and psychological safety.
If you have suffered harm from organized stalking, it is first important to promptly report the matter to the police and register as a 'person subject to emergency reporting of stalking crimes.'
You should report the situation on the scene through 112 or the Smart National Report app, while also managing the stalking code and requesting personal safety measures.
Through the police's 'personal safety measures for crime victims' program, you can receive protection such as the provision of temporary shelter, the assignment of security personnel, a restraining order request, and the issuance of a location tracking device.
You should secure evidence as specifically as possible.
For example, CCTV footage showing repeated instances of being followed, vehicle license plate numbers, SNS posts, screenshots of conversations, a log kept by time period, and witness statements all serve as material proving the continuity of the organized stalking.
In particular, to enhance the objectivity of the evidence, it is also effective to concurrently obtain recovery analysis from a digital forensics expert.
At the legal response stage, you can block the perpetrator's approach through a restraining order and a request for provisional measures, and initiate criminal punishment procedures through a formal criminal complaint.
In addition, if the threat persists or the risk of physical approach is high, it is also effective to concurrently use protection services through a professional security center.
