I caused a traffic accident, and although no one was seriously injured, the victim was diagnosed with an injury requiring 4 weeks of recovery. As my circumstances have been difficult and it has been quite a while since I was unable to pay my insurance premiums, it seems the matter cannot be settled through insurance and I will have to go through criminal proceedings. I want to seek leniency through a settlement. Do I necessarily have to pay money in order to receive leniency? Is it difficult to obtain leniency with only documents such as a letter of reflection and a plea?

Looking at the sentencing guidelines in effect at the Sentencing Commission, among the general sentencing factors for most criminal offenses, the mitigating factors include ‘sincere reflection.’
In addition, the recovery of the victim's damage and the deposit of a substantial amount with an official depository are also included among the mitigating factors.
Of course, writing a letter of reflection does not mean you will receive leniency in every case, but if you show a consistent and sincere attitude of reflection, it may be taken into account as a mitigating factor at sentencing.
A letter of reflection should include an attitude of reflection, self-blame, and regret, a pledge not to reoffend, and content on what you are practicing to avoid reoffending (such as completing education and clinic programs, and vehicle disposal).
Only by writing it as specifically and sincerely as possible can you hope for leniency such as a reduction of sentence under the stern standards of investigators and judges.
In addition to several pages of a handwritten letter of reflection, it is advisable to specify a letter of apology to your family, a sincere letter of apology to the victim, and a concrete plan for how you can contribute to and be active in society if you are not detained afterward.
Examples of sentencing materials : a letter of reflection, a pledge to eradicate drunk driving, pleas from acquaintances, a certificate of completion of drunk driving recidivism prevention education and an abstinence clinic, a medical certificate (if there is a health issue), and a family relationship certificate (if supporting a family)
