Hello. I am an elementary school teacher. A student in my class was often absent from school and then submitted a withdrawal form. So when I held a counseling session, I found that the parents were neglecting their parenting duties and leaving this child unattended. Does such an act also constitute child abuse? If it constitutes child abuse, I would like to proceed with a report.

Yes, an act of neglect is also included in child abuse.
An act in which a guardian leaves a child in a dangerous environment, or fails to provide the child with necessities such as food, clothing, and shelter, compulsory education, or medical measures, is classified as "neglect," and this is one type of child abuse.
In addition, the act of abandoning a child without protecting them also constitutes child abuse.
Child abuse refers to an adult, including a guardian, committing physical·mental·sexual violence or cruel acts that may harm a child's health or welfare or impede their normal development, or a guardian abandoning or neglecting a child.
The types of child abuse include the following.
First, physical abuse refers to any act in which an adult, including a guardian, inflicts physical harm on a child in circumstances other than an accidental incident, or allows such harm to occur.
Emotional abuse refers to sadistic acts that harm a child's psychology, such as verbal insults, emotional threats, and confinement or restraint, and it is also called verbal·mental·psychological abuse.
Sexual abuse refers to any sexual act performed by an adult, including a guardian, on a child under 18 years of age for the purpose of their own sexual gratification.
And the neglect mentioned earlier means an act in which a guardian fails to provide a child with necessary basic care or leaves the child in a dangerous state, and abandonment refers to the act of discarding a child without protecting them.
